The  building is accessible. 

Parking: There is a parkade ($3/hour) that serves all of Purdy's Wharf at the corner of Cogswell and Upper Water. If you can find parking on or near the 3rd floor of the garage, that's easiest as that is the floor where you can access the pedway over to Tower 1 / 1959 Upper Water. Follow the pedway and look for signs for 1959 Upper Water St. You'll see a bank of elevators on the left and an electronic screen. Once you punch in 13 it'll direct you to the appropriate elevator. My office is in Suite 1301. There's a waiting room that the receptionist will direct you to if your appointment is during regular  business hours.

There are also a number of free spots along "Purdy's Lane," in front of the building and alongside (not in) the parking garage. They are 1 hour spots during business hours, but are unrestricted outside of business hours. Worth a look if you want to save yourself a few bucks!
